ACS dues, section allotments to rise ACS membership dues, as reported earlier, are slated to rise to $82 in 1989 from $79 this year as a result of council action earlier this month in Toronto (C&EN, June 13, page 7). As the dues increase, so will allocations from members' dues to C&EN, local sections, and divisions. Under the ACS bylaws, the alloca­ tion to C&EN is set at 23% of actual dues. Thus, this allocation will rise to $18.86 per full-dues-paying mem­ ber in 1989 from $18.17 this year. As stipulated in Bylaw VII, Sec­ tion 8(a) and (b), local sections re­ ceive base allotments and additional allotments, the so-called per capita allotments, based on the number of members and national affiliates as­ signed to them as of Dec. 31, 1987. Both^the base and additional allot­ ments escalate annually in propor­ tion to the increase in national dues. The calculation for 1989 is as fol­ lows: Each section will receive a

base allotment of $2730, up from $2630 in 1988; and additional allot­ ments of $3.42 per member and na­ tional affiliate for the first 2000 and $2.27 per member and national affil­ iate for all those over 2000. The ad­ ditional allotments in 1988 were $3.29 and $2.19, respectively. The total allotments (base plus ad­ ditional) for 1989 will range from $21,526 for the North Jersey Section (the largest section) to $2942 for the Inland Empire Section (the small­ est). The allotments for all sections in 1989 will total $898,515, com­ pared with $864,028 in 1988. ACS divisions also receive annual subsidies, mandated by Bylaw VIII, Section 6(a), (b), and (c), to be de­ rived one third from members' dues and two thirds from national meet­ ing and exposition revenue. The dues portion is provided as partial support for division administrative costs and consists of a base allot­

ment of $500 for each division; and $1.00 for each division member and national affiliate, counted as of Dec. 31, 1987. The remaining allocation, seen as seed money for future meet­ ing programs, is made up of two parts according to a formula devised by the Committee on Divisional Ac­ tivities: one half determined by the division's relative success in attract­ ing participants to national meet­ ings as indicated by preferences noted on registration cards, and the other half based on the number of members who have attended its meeting sessions. For 1989 the divisional allotments from dues will total $97,909 and range from $844 for the Division of Fertilizer & Soil Chemistry (the smallest) to $11,618 for the Division of Organic Chemistry (the largest). The 1989 allocation from national meeting and exposition revenue, based on records of 1988 meeting participation and session atten­ dance, will be about $196,000. D
