point out that the wording of this petition assumes that the petition before council for action proposing a change in the method for calculating the dues for membership in the society is passed. If the latter petition is not passed, then the committee will place the following substitute form for the new Bylaw VIII, Sec. 6(a), before council for action: Sec. 6. Apportionment of funds to Divisions shall be made upon a sliding scale based upon total membership of each as of July 1 of the preceding year and participation and programming at national meetings of the preceding year as follows: (a) Each Division, irrespective of size, shall receive a basic allotment. The basic allotment shall be calculated by multiplying a base rate of $680 by the same ratio as that used to calculate national dues for the same year, with amounts rounded to the nearest ten

dollars. At its spring meeting, the Council may set the basic allotment for the succeeding year at that calculated amount or at the amount of the previous year's basic allotment or at some intermediate dollar amount divisible by ten. Should the Council not act, the basic allotment shall become the rounded calculated amount. However, no increase in the basic allotment shall exceed the proportionate change in national dues for that year. The basic allotment so determined shall be announced to the Divisions by the Treasurer of the Society by mail and in the official organ of the Society six months before the effective date of each change. The petition contains amendments to both the constitution and the bylaws. The constitutional amendment requires a majority vote of the council and ratification by the membership for approval. require a two-thirds vote of the council and confirmation by the board of directors for approval. The constitutional and bylaw amendments shall become effective only if both receive the necessary approval and ratification. These amendments, if approved, shall become effective on Jan. 1,1981. If the constitutional amendment is adopted, then council will be asked to vote on each of the components of the new Bylaw VIII, Sec. 6, separately. The order of voting will be Sec. 6(a), (b), (c), (e), and (d). The reason for the necessity of separate votes is that each component contains a separate issue and requires its own debate without the confusion of discussing all the issues at once.
