Ballot on Constitutional amendment At its meeting on Aug. 28, the Council voted to amend the ACS Constitution, Article XVI, Sec. 2(d), to provide for letter ballots for membership ratification of amendments to the Constitution. The Council approved the amendment by more than a two-thirds majority, thus enabling the members' vote to be taken by a ballot printed in the official organ of the Society. The amendment, which is now ready for member action, is as follows:

Delete C o n s t i t u t i o n , Article XVI, Sec. 2(d) a n d s u b s t i t u t e t h e following, to b e c o m e effective u p o n ratification by the membership: (d) E a c h petition for a m e n d m e n t of t h e C o n s t i t u t i o n shall require b o t h t h e a p p r o v a l of t h e Council a n d ratification by vote of t h e m e m b e r s h i p of t h e Society for a d o p t i o n , b u t no s u c h petition shall be s u b m i t t e d to t h e m e m b e r s h i p unless first a p p r o v e d by t h e Council. (1) If t h e Council a p p r o v e t h e petition, t h e petition shall be s u b m i t t e d to t h e m e m b e r s h i p for vote by letter ballot a t t h e t i m e of t h e n e x t Society election, except t h a t t h e Council m a y rule t h a t t h e ballots be m a i l e d at a n earlier

date.

(2) T h e balloting shall be c o n d u c t e d according to t h e p r o c e d u r e specified for a mail ballot in t h e Bylaws except t h a t all valid ballots received w i t h i n six weeks of t h e m a i l i n g d a t e shall be counted. T h e p r e s e n t provisions of C o n s t i t u tion, Article XVI, Sec. 2(d) are as follows: (d) (As above) (1) If t h e Council a p p r o v e t h e petition by a majority vote b u t not by a t w o - t h i r d s vote, or if t h e vote of a p proval be t a k e n u n d e r t h e provision for i m m e d i a t e action in (c) above, t h e p e t i t i o n shall be s u b m i t t e d to t h e m e m b e r s h i p for vote by letter ballot. Said s u b m i s s i o n shall include a notice s t a t i n g t h e reasons requiring t h e letter ballot. (2) If t h e Council approve t h e petition by a t w o - t h i r d s vote a n d w i t h o u t resort to t h e provision for i m m e d i a t e action in (c) above, t h e p e t i t i o n shall be s u b m i t t e d to t h e m e m b e r s h i p for vote by a ballot p r i n t e d in t h e official organ of t h e Society. (3) In either case, a ballot shall not be valid unless signed by a m e m b e r a n d received by t h e E x e c u t i v e Director of t h e Society w i t h i n six weeks of t h e m a i l i n g d a t e or of t h e d a t e of publication.

F r a n k H o v o r k a , H u r l b u t Professor E m e r i t u s of C h e m i s t r y a t Case W e s t e r n Reserve University, h a s h a d a chair in c h e m i s t r y e s t a b l i s h e d in his honor. At a recent d i n n e r m e e t i n g , a $250,000 gift to t h e u n i v e r s i t y by M r s . Lester M . Sears was m a t c h e d by Dr. a n d M r s . (Sophie) H o v o r k a . In explaining how he can m a t c h M r s . S e a r s ' gift, p a r t i c u l a r l y on a professor's income, Dr. Hovorka says: " O u r needs have been s i m p l e . We h a v e no close relatives a n d h a v e found our pleasures in books, m u s i c , g a r d e n i n g a n d with our s t u d e n t s . . . . M o s t of our investm e n t s , fortunately, h a v e been s o u n d . "

Dr. H o v o r k a h a s h a d a long a n d varied career. H e e m i g r a t e d with his widowed m o t h e r to A m e r i c a at t h e age of 16. U p o n c o m p l e t i n g a g r a m m a r school e d u c a t i o n in Iowa, he l e a r n e d t h e barbering t r a d e a n d a t t e n d e d business school at n i g h t . H e received his doctora t e in c h e m i s t r y from t h e University of Illinois in 1925. F r o m t h e r e , his p r o m o tions were regular a n d r a p i d : a s s i s t a n t professor in 1928, associate professor in 1936, professor a n d director of t h e c h e m i s t r y labs in 1948, H u r l b u t Professor of C h e m i s t r y in 1954, a n d in 1962, c h a i r m a n of t h e c h e m i s t r y d e p a r t m e n t . D u r i n g his 48 years with t h e university, Dr. H o v o r k a has a u t h o r e d 102 p u b l i c a t i o n s a n d he holds m a n y honors a n d a w a r d s . In 1945, he was c h a i r m a n of t h e A C S Cleveland Section.
