The question is sometimes asked, "What should the chemist do if he believes that a reagent labeled to meet the ACS specification does not in fact meet that specification?" To answer this question, some aspects of the relationship between a reagent purchaser, the manufacturer, and the ACS Reagent Committee should be clarified. The function of the committee is to exert its influence so that analytical reagents of high quality are available on the market. To that end, it agrees upon suitable limits and test methods for impurities in reagents, and publishes them in its book, "Reagent Chemicals." A chemical manufacturer or distributor who markets a product meeting the committee's requirements is entitled to label it as "A.C.S." No permission or licensing is involved; the label merely indicates the specifications and methods intended to be applied to the product. When a prospective customer orders an ACS reagentgrade chemical and the order is accepted, the seller enters into a contract under which he agrees to provide a product of the specified quality. The purchaser then should do whatever checking he considers necessary to ensure that he receives the quality for which he pays. The ACS requirements and test methods provide a common basis upon which both the seller and the buyer can evaluate the quality of reagents covered by ACS specifications. Therefore, if the user has determined that the reagent in fact does not meet the ACS specification, his first recourse is to register a complaint with the manufacturer of the reagent. Most manufacturers highly value the ACS designation and are concerned with the integrity of their products. To investigate a complaint, the manufacturers will need to know the circumstances of the complaint, the lot number involved, and, if possible, they should receive a sample that they can check.
