Manpower Policies. President Truman has issued an executive order providing a more orderly basis for granting temporary deferments from Selective Service of essential agricultural workers a n d essential industrial apprentices. T h e policy is designed to help meet military and essential defense production needs for trained workers a n d to overcome t h e continuing decrease in the number of farm workers. T h e armed services have been requested t o refrain from recruiting farm workers while in a deferred status. National Income Distribution. Employees a n d corporations have been receiving a larger portion of total national income (before direct taxes) in recent years than in 1929. T h e sharp increase in corporate taxes has caused a decline in income (after taxes). Income from interest and rentals h a s been considerably lower. Farm a n d nonfarm proprietors received about the same share of income in t h e t w o periods. Details appear in t h e current issue of t h e D e p a r t m e n t of Commerce's Survey of Current Business. Point Four. Thirty-five additional technicians a n d administrative personnel have completed the special four-week training course of the Technical Cooperation A d ministration ( S t a t e Department) before being assigned to Point Four projects i n 17 countries. T h e course emphasizes language, culture, religion, and local customs encountered a t the posts of duty. Student Deferments. Selective Service has advised local boards t h a t a qualified college student who has not completed h i s academic year w h e n ordered t o report for induction during t h e summer vacation period may b e deferred until t h e end of the academic year provided h e has not exhausted his deferment right ( o n e academic year). Defense Production Pools. There a r e now 15 defense production pools approved by t h e Defense Production Administration for handling defense contracts a n d s u b contracts. E a c h pool generally consists of several small businesses with similar o r complementary facilities. Most of those approved to d a t e a r e in t h e fields of metal and wood working. Salary Stabilization. General Salary Stabilization Regulation N o . 8, revised, sets forth t h e conditions u n d e r which health acid welfare plans m a y b e p u t into effect for salaried personnel without prior approval. Draft. Men eligible for t h e draft m a y enlist in the service of their choice up to the time they receive their notice to r e port for induction. Although this procedure has been followed b y t h e armed services for t h e past year, it has been o n a temporary basis. T h e success of t h e program has led the services to continue it as a regular policy. AND
