Program.

A

C o m m i t t e r on Specialized Personnel h a s been established within t h e Office of De­ fense Mobilization. T h e 14-man commit­ tee will furnish information about t h e nation's requirements a n d resources of scientists and technical personnel a n d will recommend measures for t h e effective training and utilization of such persons. Fields involved are mathematics; engi­ neering; phxsical, biological, and social sciences, a n d t h e humanities. This n e w committee, composed of representatives of Government and private industry, will work with O D M ' s interagency M a n p o w e r Policy Committee a n d the L a b o r - M a n a g e ­ ment M a n p o w e r Policy Committee. Federal Minerals Administration. Sev­ eral bills have been introduced in Con­ gress to coordinate t h e responsibilities for domestic production of metals and m i r erals under a Federal Minerals Adminis­ tration. Some of these bills have been proposed as a m e n d m e n t s to t h e Defense Production Act. Drugs. A I louse C o m m i t t e e has a p ­ proved a bill to let t h e F o o d and Drug Administration determine which drugs can be sold only on prescription. Foreign Aid. Public hearings have been started on the administration's pro­ posed $8.5 billion foreign a i d program. Secretary of State D e a n Acheson sup­ ported t h e proposal as one means of keep­ ing the United States out of t h e position of "going it alone." Patents. A House committee has ini­ tiated hearings on three bills which would extend the original terms of p a t e n t s w h e r e their use, exploitation, or promo­ tion was prevented, impaired, or delayed by government restrictions d u r i n g World W a r II. In another legislative proposal on patents, t h e D e p a r t m e n t of Defense has asked Congress for n e w authority to withhold patents w h e n their publication might e n d a n g e r national security. Pres­ e n t authority to withhold p a t e n t s will ex­ pire with the formal e n d of W o r l d W a r II. •'Must" Legislation. Senate D e m o ­ cratic leaders have agreed to keep t h e Senate in session until action is completed on legislation relating to appropriations, taxes, renewal of t h e Defense Production Act, and t h e foreign aid program. W i t h a summer recess ruled o u t , it will prob­ ably take until S e p t e m b e r t o complete this program. Jute Substitute. The Commodity Credit Corp. will negotiate contracts call­ ing for the D e p a r t m e n t of Agriculture to sell available kenaf seed a n d to purchase the seed a n d fiber p r o d u c e d from such plantings. T h e purpose of this program is to expand production of this jute substi­ tute1 to meet essential civilian a n d defense needs, should such action b e c o m e neces­ sary.
