^BRIEFS Submerged C o a s t a l Lands. House debate on legislation to divide submerged coastal lands between state and federal control is imminent. As approved by a House sub-committee, the bill gives states clear title t o submerged lands as far as their historic boundaries (three miles for some states; 10.5 miles for others) and allows the Federal Government complete control from those boundaries to the edge of the continental shelf. Congressmen from Texas and Louisiana, where this area extends 2 0 0 miles or more, are expected to offer amendments providing for state control to the edge of the continental shelf. T h e bill includes a safeguard for state control in the event the Supreme Court denies Congress the right to give actual title, and classifies bays and harbors as inland waters, thereby placing them under state control. Foreign Aid. Total aid abroad for 1952 was $5.58 billion, and in the fourth quarter, military aid exceeded economic aid for the first time since 1945. The decline in economic and technical assistance since 1951 partially offset the increase in military aid, which rose from $1.48 billion in 1951 to $2.74 billion in 1952. Small Business A g e n c i e s . Proposals for elimination of duplication among agencies set up for the protection of small business include a House bill to create a permanent independent Small Business Administration. This agency would replace Small Defense Plants Administration and absorb the small business functions of all other executive departments. St. Lawrence S e a w a y . President Eisenhower has approved a proposal that N e w York State and the Province of Ontario cooperate in building the St. Lawrence Seaway power project. A bill to authorize such a project has been introduced in the Senate. Council of Economic Advisers. Rejection of an appropriation by a House-Senate conference has resulted in the elimination of the Council of Economic Advisors. In its place, President Eisenhower will have an economic advisor and his staff as members of the permanent White House staff. Federal Supply C a t a l o g . A House subcommittee is investigating the progress made in preparation of a single military supply catalog. A confidential report from the acting director of the Defense Management Staff is said to indicate that work on t h e project, authorized last year as a possible step toward economy in defense expenditures, is not progressing as fast as expected. Small Business. The Small Business Administration and the Atomic Energy Commission have set u p a joint program to assist small business firms to participate in AEC procurement through exchange of information about small firms and procurement opportunities appropriate for them.
