BRIEFS N e w regulations of t h e Bureau of Internal Revenue authorize shipments of e t h y l acetate, proprietary solvents, and l a c q u e r thinners by tank truck as well as b y tank ear. This authority is limited to s h i p m e n t s from producers to themselves or their bona fide agents at other locations, to other producers and to actual users for solvent or manufacturing purposes and not for resale. T h e Mexican government lias decreed t h a t all items subject to import or export control in Mexico will now be imported or exported solely by t h e Com pan ia Exp o r t a d o r a e Importadora Mexicana, a quasi· fficial agency of t h e Mexican Government. The; Office of International T r a d e , V. S. Department of Commerce, in making this a n n o u n c e m e n t a d d e d that this company, known as "Ccimsa," will control the 200 items u n d e r import control a n d the 300 items subject to export control. T o allow more time to consider perman e n t regulations governing t h e transportation of explosives a n d other dangerous articles, the Interstate C o m m e r c e Commission has extended for one year, until D e c . 3 1 , 1950, t h e present regulations concerning t h e transportation of such items in interstate, intrastate, a n d foreign comm e r c e by common, contract, and privatecarriers. T h e Economic Cooperation Administration has approved an industry loan not exceeding $350,000 to assist the AB Zincg r u v o r Co. of Sweden to p u r c h a s e special m i n i n g equipment in t h e United States. T h i s e q u i p m e n t will b e used to expand production in four zinc-lead-copper mines n e a r Falun. T h e Swedish company, owned b y t h e Skandinaviska Banken, a large financial institution, will raise about six times the amount of t h e loan to complete t h e expansion program. Payment to t h e U n i t e d States will b e m a d e in the form of z i n c a n d lead metals. Analysis of p r e s h i p m e n t samples of n e w merchandise i n t e n d e d for importation into t h e United States is a new service recently a n n o u n c e d by t h e Commissioner of Customs. T h e results of t h e laboratory examinations will provide a basis for advisory opinions on tariff classification or value information. T h e Munitions Board of the National Military Establishment has issued a policy giving preference to small business concerns and to business in distressed emp l o y m e n t areas. T h e policy will cover military contracts of t h e Army, Navy, a n d Air Force. I n general, w h e r e equal bids a r e submitted, the smaller business conc e r n will be given t h e contract.
