out that the hard core of the nation's experienced labor force is now fully employed. In some industries and areas, the supply of efficient labor is now an effective limit on production. In other industries, operating rates are near the limits of productive facil­ ities. Despite the rapid rise in out­ put, backlogs of unfilled orders are now growing at the rate of 1 0 % a year. This pressure on supply has oc­ curred concurrently with abundant credit and, lately, a rapid rise in busi­ ness loans. Any important stimulus

flow, is running $50 billion a year. By late this year, new facilities will come on stream. Any unforeseen drop in demand will expose new excess capacity and cause a significant slowdown in capital spending.

Hence, the U.S. economy is much more sensitive now than a year ago. With business close to its supply limit, the fiscal and monetary policies used by the Government in the past are now less appropriate.
