T h e new organization continued the practice of regular conferences of chief chemists started in 1936. R e ports of the proceedings are made avail able to all laboratories. Typical topics include proper sampling, methods of analysis, and report writing. E x i s t i n g Laboratories. At present the Division of Technical Services con sists of the central office in the Bureau of Customs in Washington a n d 10 laboratories a t the major p o r t s : Balti more, Boston, Chicago, Los Angeles, New Orleans, New York, Philadelphia, San Francisco, a n d Savannah. N e w York maintains a branch office in San J u a n , Puerto Rico. New York has the largest laboratory with 43 persons. Boston is next with 29. The other laboratories range from 3 to 10 employees. The responsibility of the Division of Technical Services is t o direct opera tions of t h e customs laboratories; t o furnish engineering, chemical, statisti cal, and other scientific and technical information to t h e Commissioner of Customs ; to plan and install sampling, weighing, a n d testing standards and procedures, to furnish engineering serv ices relating t o acquisition and opera tion of weighing devices and real prop erty ; and to inspect laboratories. T h e division also renders necessary technical services t o other government offices in connection with the enforce ment of certain federal laws. Each customs laboratory is staffed by specialists trained in customs labo ratory procedures a n d practices, a n d who are experts in the efficient analysis of samples of imported merchandise.
