In fact, he proposes that lower doses may cause greater damage/unit of exposure than would higher doses. He adds that imperfect containment of nuclear wastes and radioactive fuels is "far more hazardous" than was previously imagined. He also shows the greater hazards to children than to adults, as well as possible links to genetic defects. At present, environmental control strategies are based on standards enforced by regulatory agencies, sometimes replete with penalties for noncompliance. The authors suggest that perhaps imposing financial "polluter pays" charges, which can be stiff, might be an alternative to the present regulatory approach.
