Pan American Chemical Corp. has started construction of pentaerythritol plant, Toledo, Ohio. Expected to run first quarter of 1970, plant will have capacity of 25 million pounds of pentaerythritol, 14 million pounds of sodium formate per year. El Paso Natural Gas Co. and Hecla Mining Co. have agreed to develop new copper discovery made by El Paso on its lake shore properties near Casa Grande, Ariz. Initial expenditures are expected to be about $100 million.

National Lead Co. and Anaconda Co. have announced joint program involving nuclear fuels for electric power generation. Primary effort will be consideration of fuel fabrication and chemical reprocessing of spent fuels. Initial phase of program expected to be completed in about a year. Tenneco Chemicals, Inc., will increase capacity of its Pasadena, Tex., methanol plant by one third, bringing capacity to 80 million gallons per year. To be on stream by Aug. 1. Melchem, Inc., a new corporation jointly owned by Ashland Oil & Refining Co. and First Mississippi Corp., plans to build a melamine plant in Donaldsonville, La. Capacity: 70 million pounds per year. Upjohn Co. has contracted with Crawford & Russell, Inc., for engineering and construction of a 50 ton-per-day high-purity phosgene plant in La Porte, Tex. Completion scheduled for April of this year. Product will be used as feedstock for Upjohn's MDI facility. American Polymers, Inc., has opened new research laboratory and processing facility to develop and make API line of polyurethane foams, elastomers, and adhesives. Location: Pacoima, Calif. American Viscose division of FMC Corp. broke ground for multimilliondollar plant devoted exclusively to making polyester films. Completion scheduled for December. Plant will be located in Downingtown, Pa.

Corporate Lithium Corp. of America has discontinued making beryllium metal by its wholly owned subsidiary Beryllium Metals & Chemicals Corp. Company's North Carolina facility is being leased to another beryllium producer, the electrolytic refining process developed by the subsidiary will be licensed. Clark Oil and Refining Corp. has purchased for about $10 million cash all fixed assets and product inventories of Owens Oil Co. Clark Oil is listed on New York Stock Exchange. Phillips Petroleum has notified Secretary of the Interior Hickel that it is complying with his request to cease its drilling and production operations on a lease in federal waters of the Santa Barbara channel, off California. Avisun Corp. and Amoco Chemicals have reached an agreement under which Avisun will be sales agent for polystyrene and high-impact polystyrene marketed under the Amoco brand name. All of Avisun's stock was acquired by Amoco in early 1968.

International Ocean Systems, Inc., affiliate of Union Carbide and Singer, and Sumitomo Shoji Kaisha, Ltd., Japan, have formed Ocean Systems Japan, Ltd. The new company will concentrate on man-in-the-sea programs, ocean search and recovery, cable implantment, ocean engineering, and salvagerelated operations. Mitsubishi Monsanto Chemical, Tokyo, has acquired the right to use B. F. Goodrich Chemical's oxyhydrochlorination process for making ethylene dichloride at its plant in Yokkaichi, Japan. Idemitsu Petrochemical Co., Ltd., Japan, has put on stream a 5000 barrel-per-day UOP Platfining process unit, designed and licensed by UOP process division, Universal Oil Products Co. Unit will charge pyrolysis by-product light oil from ethylene manufacture for product suitable for subsequent processing to recover aromatics present.
