ICC Amends Regulations for Transportation of Dangerous Articles Effective April 19, the ICC amended the Regulations for the Transportation of Explosives and Other Dangerous Articles. Changes of particular interest to the chemical industry are: 1. Sec. 8(c) 106A 500X. Tank Cars. Multiunit tank cars. Spec. 106A 500X with Spec. 27 cylinders mounted on or forming part of the car and so classed prior to Oct. 1, 1930, may be used wherever cars Spec. 106A 500 are authorized in the Regulations. 2. Sec. 61(b) (7). High Explosives. It is not now necessary to u s e sawdust or lining paper in outside containers when dynamite (except gelatin) i s packed in bags or in cartridges in excess of 2 inches in diameter and containing n o t more than 3 0 % liquid explosive ingredient, providing either each inside or outside container is impervious to liquid explosive ingredients and is siftproof. 3. Sec. 110(a) (10). Inflammable liquids flashing below 20°F. when packed in a single inside glass, earthenware, or metal container of not over 1-gallon ca­ pacity m a y now be shipped in an outside plywood drum Spec. 22A or 22B. The outer shipping container was formerly limited to Spec. 21A fiber drum. 4. Sec. 21 IB (a). Thorium metal, powdered has been added t o the list of inflammable solids and oxidizing materials and must be packed in Spec. 15A or 15B wooden boxes in inside packages fabri­ cated from metal. Metal cans must have tightly closed push-in covers secured by soldering at a minimum of 4 points or screw in cap type closures. Inside con­ Goodyear

tainers are restricted to 10 lb. net. Gross weight of shipping container must n o t exceed 75 lb. each. 5. Sec. 261A(a) (b), (c). Ethyl Chloroformate and Methyl Chloroformaie. These materials have been classed as corrosive liquids. They may be packed in Spec. 15A, 15B, or 15C wooden boxes with glass inside containers not over 1 pint each, cushioned with incombustible mineral material. Spec. 1A boxed carboys are also authorized as containers for these products. 6. Sec. 275(a), (6), (c), (d), (e). Ilexafluorophosphoric acid has been classed as a corrosive liquid and the same packing regulations have been specified as for mono- and difluorophosphoric acid an­ hydrous. Packing of not over 16 ounces in poly­ styrene bottles with threaded acidresistant closures, which must be wired or sealed to bottle t o prevent turning has also been authorized for these three acids. Outside shipping container for these bottles is the Spec. 15A wooden box. The order .should be consulted for the complete details of these changes.

Ertel Vacuum, Bottle

The Ertel Engineering Corp., Kingston, Ν. Υ., announces a new vacuum bottle filler known as the Pneumo-Vac. According t o the manufacturer it is suitable for rapid filling of bottles and jugs within the height range of 3 to 13 inches, and the semiautomatic unit has an aver­ age filling speed measured in quarts of 50 bottles per minute. Activation by a balanced foot valve permits free use of operator's hands.

T h e filler is available with liquid contact parts i n either bronze plated or stainless steel. Vacuum pumps are automatically lubricated and are enclosed in a n easily

accessible cabinet along with vacuum selector valves and motors. The circula­ tory system lends itself t o speedy flushing with suitable solvents, and enamel and plated exterior surfaces are easily cleaned. Pilot lights indicate operative position of vacuum circuits and liquid is supplied to reservoir of filler by gravity where a constant level is maintained by float valve control. The Pneumo-Vac l e n i s itself t o use with conveyor lines where empty bottles are fed to the unit and filled ones leave for capping, labeling, etc.

A laboratory report from Paisley Prod­ ucts, Inc., 1700 Canalport Ave., Chicago 16, 111., describes the properties and sug­ gested uses of a new synthetic thermo­ plastic resin emulsion adhesive designed for foil lamination. .
