Plans for the construction of a phthalic anhydride plant in Chicago have been announced by Max A. Minnig, president of the Witco Chemical Co. The plant will be designed and constructed for Witco by the Scientific Design Co., Inc., this city, for an annual capacity of 20 mil- | ! lion pounds of phthalic anhydride.
