This Month's Cover Design is based on our R e p o r t for Analytical Chemists, " W a t e r Quality Surveillance," page 32 A, by Vernon T. Stack, Jr., of Weston and Stack, Inc. Although the W a t e r Resources Division of the U.S. Geological Survey has about 5000 monitoring stations and a pilot plant automated analytical system in Salt Lake City for the Western States, and the E n vironmental Protection Agency has sophisticated instrumental analytical systems in Cincinnati, Ohio, the greatest need is for monitoring d a t a in real time. W i t h present technology this is most easily achieved through mobile laboratory facilities. W a t e r quality management by industry will require reliable control over wastewater discharge a t all times, and this is best achieved by optimization of at-the-source control. B o t h improved laboratory procedures and improved monitoring instrumentation are needed. Areas of concern include inorganic materials and organic materials, especially those with impacts on taste and odor of water. The overall trend in water quality management must proceed from after-the-fact to before-the-fact considerations. And of increasing importance are the more chronic and subtle possible effects of wastewater discharges on the ecology of receiving waters.
