• All estimates of future C0 2 levels depend heavily on a projection of present trends in fossil energy consumption and population levels. While conceivable, it is not certain, nor even likely, that these trends will continue to show the rapid growth of recent decades. As the NRC report put it: "Thus a 100-year projection [of energy consumption] must seem foolhardy. It probably is." • The climatological models used to relate planetary temperatures to C0 2 levels are crude relative to the complexity of the task. One 1975 review of such models found that their prediction of the average increase in temperature from a doubling of C0 2 varied all the way from 0.7° C to 9.6° C, a 14-fold variation. • The greenhouse theorists ignore the fact that temperatures in the northern hemisphere actually fell about 0.6° C between 1940 and 1970, whereas model calculations indicate that the 10% rise in C0 2 concentrations during that period should have warmed the atmosphere 0.3° C. A 1978 CIA report on climatic change notes that the mean annual air temperature over the Kara Sea in the Arctic has fallen 3° C since 1940, and the summer season along the Soviet Arctic coast has been shortened nearly a month. • They also ignore the evidence from glacier research that "a new Little Ice Age" has been in progress in Alaska's mountains for the past

Writing in the National Geographic (February 1967, page 194), the eminent glaciologist Maynard Miller said, "I believe that smog and other factors, such as changing carbon dioxide content and volcanic dust, will prove only marginal in the effects on our climatic future." Miller has noted that there is a well-defined correlation between glaciation and sunspot activity over a 200-year period. • Still other uncertainties could be cited. Indeed, Dr. Philip Abelson, in a Science editorial, has noted that "a few scientists can be found who privately suggest that because of complex feedback phenomena the net effect of increased CO2 might be global cooling." It seems clear that the greenhouse effect is a potentially serious threat to mankind. But it seems equally clear that science presently lacks the capability to define that threat. Plainly, Congress should allocate sufficient money to carry out the research program proposed in the NRC report. But until we have better data, we will do well to heed the advice of B. J. Mason, director general of the U.K. Meteorological Office: "The atmosphere is a robust system with a built-in capacity to counteract any perturbation . . . . Sensational warnings of imminent catastrophe, unsupported by firm facts or figures, not only are irresponsible but likely to prove counterproductive. The atmosphere is wont to make fools of those who do not show proper respect for its complexity and resilience" {New Republic, July 30, 1977, page 21). W. C.
