ENVIRONMENTAL SCIENCE & TECHNOLOGY POLICY ANALYSIS

FEATURES

Hazardous Air Pollutant Health Risk Benchmarks The different benchmark methods government agencies use to control releases of hazardous air pollutants from major emissions sources generally agree on the health risk endpoints, according to an analysis by Susan B. Goldhaber and Robert L. Chessin. / 568A •

DEPARTMENTS Hard Times for Innovative Cleanup Technology Private investment in innovative groundwater and soil remediation technology has sharply declined in the United States in recent years. Jacqueline A. MacDonald reports on a new National Research Council analysis of the barriers confronting the field. / 560A

Massachusetts Tries to Cut Toxic Chemicals Use Materials accounting—annual reporting of the industrial use of toxic chemicals—has been required of many Massachusetts companies since 1990. Monica Becker and colleagues report on the results of an evaluation of the state's trailblazing program. / 564A

Developing new energy technology is the only route to cutting carbon emissions over the long term, argue M. Granger Morgan and Hadi Dowlatabadi, but where will the research funding come from? / 574A

NIEHS study links water to deformed frogs Researchers at the National Institute of Environmental Health Sciences find that abnormalities seen in Minnesota frogs over the past two years could be caused by some agent in the water. The findings cast doubt on two theories indicating that UV-B radiation or parasite infection caused the deformities. / 552A

EPA moves to control nonpoint source pollution

RESEARCH AT A GLANCE

Fish kills in the Chesapeake Bay this summer have led to accelerated efforts by EPA to control nutrient-laden farm runoff. New regulations to control pollution from small animal-feeding operations and the use of animal manure as fertilizer will be proposed in the next five years, officials say. / 553A

The table of contents of research papers in this issue begins on the next page.

States oppose new limits on NOx emissions The first regulatory step toward addressing the regional transport of ozone proposes emissions limits for nitrogen oxides in 22 states. Several states question the model results by the Ozone Transport Assessment Group, which EPA used to support its proposal. / 554A

Research remains flat in final 1998 EPA budget EPA's Office of Research and Development received a small increase in its new budget, but much of the funding is targeted for specific projects. Congress also approved new money for Superfund cleanups. / 555A

ASTM issues a RBCA for chemical cleanups The American Society for Testing and Materials this month issued a provisional standard designed to speed up the remediation of chemical-contaminated sites. /556A

California revises hazwaste classification The risk-based modeling used to set threshold concentrations for California's new hazardous waste classification system is under fire. Whereas business groups charge that the model overestimates risks, environmental groups contend that the system would result in looser regulation of certain toxics. / 556A Environmental Science & Technology, ES&T (ISSN 0013-936X), is published monthly by the American Chemical Society at 1155 16th Street, N.W., Washington, DC 20036.
