The book considers the rationale behind the scientific requirements of monitoring and discusses techniques in use, including remote sensing. Radiation-Induced Cancer offers evidence that even the lowest conceivable doses and dose rates of ionizing radiation can be carcinogenic. The book argues strongly against current claims that very low doses or dose rates may be safe. For example, the National Council of Radiation Protection and Measurements and a National Research Council committee have been suggesting that there may be safe levels. The author proposes that these apparently safe levels are simply the result of delays in the appearance of the effects.
