Replies according to t n e news r e l e a s e , d a t e d M a r c h 19, h a v e been received f r o m 7 3 % of t h e m e m ber organizations. J u d g m e n t o n best type of administration. Those replying to the questionnaire voted 6 3 % for a single administrator, 1 8 % for a 48-man foundation, 1 8 % for a commission. Inclusion of the social sciences. 4 9 % of those replying indicated t h a t they favored specific inclusion of the social sciences, 4 8 % favored permissive inclusion of t h e social sciences, and 2 % favored exclusion of t h e social sciences. U n d e r g r a d u a t e scholarships. 8 6 % of those replying t h o u g h t t h e science foundation should g r a n t u n d e r g r a d u a t e scholarships, while 1 4 % did n o t favor such action. P a t e n t provisions. 9 4 % of those returning questionnaires s t a t e d t h a t they b e lieved t h a t n o special s t a n d should be taken o n p a t e n t legislation, while 6 % stated t h a t t h e Inter-Society Committee should recommend t h e adoption of t h e p a t e n t provisions contained i n S.525 a n d H.R.942.

Recognizing t h a t differences of opinion might m a k e compromises necessary, t h e members of t h e committee were asked which t y p e s of administration a n d which possible t r e a t m e n t s of t h e social sciences they would be willing to accept if compromise became necessary in order t o secure passage of science foundation legislation. 9 5 % of those replying voted t h a t t h e y were willing t o accept a commission if necessary; 8 8 % reported t h a t t h e y were willing t o accept a single administrator if necessary, and 8 6 % stated t h a t they would accept a 48-man foundation if necessary. 9 9 % reported t h a t they were willing t o accept permissive inclusion of t h e social sciences; 9 4 % s t a t e d t h a t they were willing to accept spécifie inclusion of social sciences, b u t only 3 7 % s t a t e d t h a t they were willing t o accept exclusion of t h e social sciences. Included in t h e Inter-Society C o m m i t t e e for a National Science F o u n d a t i o n is a large n u m b e r of organizations of social scientists.

Laurence Duggan, ACS Banquet Speaker V>4HEMISTS, probably more than any pro-

fessional group in the United States, have long been alive to the necessity for and advantages of intern a t i o n a l educational exchange. Laurence Duggan, who will speak at the Atlantic City banquet, reveals that an extensive experiment in intern a t i o n a l educational r e l a t i o n s , aimed at increased world understanding, is going on in the United States today. For the past 27 years, the Institute of International Education has been contributing to the cause of peace through its efforts in the field of exchange of students CHEMICAL

and professors. F o u n d e d in 1901 b y Stephen Duggan, i t is now h e a d e d b y his son, 41-year-old Laurence D u g g a n . Well known as a n expert in Latin-American relations, M r . D u g g a n spent 14 years with t h e S t a t e D e p a r t m e n t , was cnief of t h e Division of American Republics, a n d traveled extensively through South America. He represented t h e U n i t e d States Government a t numerous conferences with t h e South American republics, acting as adviser to t h e Secretary of S t a t e a t t h e second meeting of foreign ministers of t h e American republics in H a v a n a in 1940. D u r i n g t h e w a r M r . D u g g a n served a year with U N R R A . L a s t November, when his father r e tired, Laurence D u g g a n was appointed b y t h e Board of Trustees to t h e directorship of t h e I n s t i t u t e of I n t e r n a t i o n a l Education.
