"Good turmoil" at EPA labs Dear Editor: Much of the turmoil in the R&D laboratories of EPA, highlighted in Jeff Johnson's excellent feature article (Nov. 1996, p. 492A), is a direct result of the implementation by Assistant Administrator Robert Huggett and Administrator Carol Browner of the recommendations of many in the environmental science community, including ES&T Editor William Glaze ("Comment," July 1994). This is good turmoil the driving out of evil spirits that have inhabited the labs for Huggett deserves high praise for taking much of the extramural research budget away from the entrenched bureaucrats who ran the 12 labs and for revitalizing a miserably managed investigator-initiated academic grants program. Huggett has increased annual academic research grant funding from as littie as $10 million to close to $100 million and has implemented an NSF-style peer review and grants management system. If maintained by his successors, this adjustment will, in the long run prove to be the finest thing he could have done for EPA's in-house research scientists and engineers Extramural money is tagged by Congress for spending on grants, cooperative agreements (basically grants with a few strings attached), interagency agreements (transfers to other federal agencies), and contracts. Generally extramural money cannot be used for the operations of an agency's internal research program. In the early days of federal environmental research at EPA, govern-

ment research scientists and engineers worked with their technicians in laboratories and pilot plants. It was hands-on R&D, and these people had the respect of their scientific colleagues in academia and industry. As Congress passed one after another piece of environmental legislation, with daunting requirements and timetables, it provided EPA with ever-growing quantities of extramural research money instead of authorization to hire more federal scientists and engineers EPA research scientists and engineers were offered promotions, power, and influence by becoming administrators of money instead of leaders of science and engineering. The few new hires were almost always managers or administrative support people. Gradually over the past 15 or more years, most EPA research scientists and engineers became money managers and administrators. EPA research by its own federal staff was ignored and even discouraged by management and so it was effectively destroyed except in a few isolated pockets Spending the big extramural bucks received all the attention So has Huggett started EPA science back on the long road to respectability? Maybe. Certainly the independently administered, investigator-initiated academic grants program will provide long-term benefits, especially by freeing EPA research scientists and engineers from the extramural money-brokering business. But it will be painful for many who grew to love the power and influence. It will also take a long time and a lot of strong skillful management to recruit young scientists and engineers provide them adequate support and achieve the respect for their work that is needed if EPA is to have a trulv world-class research protrram
