Chloramines have long been used to provide a disinfecting residual in distribution systems when it is difficult to maintain afreechlorine residual. In spite of a long history of chloramine use, however, the fate of chloramines in distribution systems as well as characteristics and processes which influence its stability are largely unknown. The notion of chloramine stability remains vaguely defined although dosage requirements are frequently determined by the rate and extent of chloramine loss in a distribution system. In this study, chloramine decay was studied using chloramine concentrationsfrom0.01 mM to 0.1 mM as Cl (0.71 to 7.1 mg/L as Cl ) , a range important in drinking water treatment and where no previous kinetic investigations have been conducted. Experimental results compared well with the output from a comprehensive reaction model that incorporates 10 reactions. Also a simple coefficient of use in defining the limit of chloramine stability is presented. 2

Chloramines, produced by a reaction betweenfreechlorine and ammonia in a process called chloramination, have long been used to provide a disinfecting residual in distribution systems when it is difficult to maintain afreechlorine residual. Strictly speaking, chloramines include monochloramine, dichloramine, and trichloramine. However, for disinfection purposes, monochloramine is the desired dominant form preferentially created by careful control of the chlorine to ammonia ratio to a value generally less than 5:1 on a weight basis (about 1:1 on a molar basis). Typical chloramine residuals desired for good protection rangefromapproximately 1.0 to 5.0 mg/L as chlorine. The EPA has promulgated an MCL of 4.0 mg/L as chlorine. The EPA has suggested the use of chloramines to replacefreechlorine as a disinfectant because they are believed to produce fewer trihalomethane (THM) disinfection by-products (DBPs) (i). A number of studies, however, have shown that a variety of DBPs are produced and significant formation of non THM organic halogen containing compounds has been observed (2-5). In comparison to free chlorine, chloramines are generally believed to produce fewer oxidation and more substitution products. However it is expected that, as found for the application of 1

free chlorine, chloramination also produces a significant quantity of non halogenated oxidation products, which may be considered a health concern (7-9). The disappearance of chloramines in water distribution systems depends on many factors, including the presence of constituents that react with chloramines. While chloramines are generally believed to be less reactive than free chlorine, they are however, inherently unstable even in the absence of organic matter. This is because of a complex set of reactions that occur ultimately resulting in the oxidation of ammonia and reduction of the active chlorine. The rate of chloramine loss by this route depends primarily on the ratio of chlorine to ammonia nitrogen as well as on pH. In general, the greater the ratio of chlorine to nitrogen, the faster the oxidation of ammonia. As the weight ratio of chlorine to ammonia approaches approximately 7:1 (about 1.6 on a molar basis) the rates greatly increase by several orders of magnitude. At or above this dose ratio, measurable amounts offreechlorine begin to exist and the reactions become extremely fast with the redox reactions complete in a few minutes. This process has been used to remove ammonia, and is called "breakpoint" chlorination. However, at dose ratios where monochloramine predominates, the redox reactions take hours to days and the net effect of decomposition is to increase thefreeammonia concentration. This can be shown by writing a net monochloramine decomposition reaction leading to nitrogen gas formation, which is generally believed to be die primary oxidation product 3 NH C1 -> N + NH + 3 Cr + 3 H 2

In spite of a long history of chloramine use, the fate of chloramines in distribution systems as well as factors which influence their stability are largely unknown. Little is known about water quality and treatment practices, and their relationship to chloramine loss or fate. The notion of chloramine stability is vaguely defined. While recent work done in clean systems by Jafvert and Valentine (10) has helped to identify important reactions involving ammonia and has provided a kinetic model capable of predicting decomposition rates in clean laboratory systems, the model has been verified only at unrealistically high chloramine concentrations in phosphate buffered water. The model must be evaluated at conditions that are representative at drinking water treatment. In this paper we report on 1) modeling the decay of chloramines at initial concentrations importantfromthe utility perspective (less than 4.0 mg/L as Cl2), and 2) characterization of the effect of Cl/N ratio, pH, and ionic strength on monochloramine decay. Results are also analyzed to show that a simple coefficient can be used to describe chloramine decomposition with time. Experimental Section Reagents. All chemicals were reagent grade. All the water used in the decomposition studies was purified using a Barnstead OrganicPure UV system that was attached to a Barnstead NanoPure cartridge system. Procedures: To eliminate any chlorine demand that might be due to adsorbed components, the glassware was prepared by soaking it in a concentrated chlorine bath for at least 24 hr. Prior to use, the glassware was rinsed with copious amounts of deionized water and then allowed to air dry. Monochloramine was preformed in all studies. Monochloramine stock solution was prepared by dropwise addition offreechlorine stock solution (Fisher) into a well stirred, buffered solution containing ammonium chloride (5.64 mM).

Bicarbonate was used to buffer the system and the pH of the solution was then adjusted to 8.5 or above to stabilize monochloramine decomposition. A designated amount offreechlorine (200 and 280 mg/L) was added to the solution, and a 30 minute aging period was allowed. The pH was monitored for an initial 5 minutes to assure stability at pH 8.5 or above. The baseline experiments used a Cl/N molar ratios of 0.5 and 0.7. Chloramine decay experiments were performed by spiking aliquots of stock chloramine solution into a batch of the bicarbonate buffered source water. Ionic strength, when adjusted, was controlled by addition of sodium perchlorate. Except for the experiments to measure ionic strength effect on chloramine decomposition, the ionic strength was set at 0.1 M. In those experiments, ionic strength was adjustedfrom0.005 M to 0.1 M. Batch reactors were 128 mL amber botdes that were sealed and stored in an incubator set at 25°C in the dark until they were analyzed. The concentration of chloramine was measured using DPD-FAS titrimetric method (72). Model Formulation Speciation and redox reactions and their corresponding rate expressions were adopted from the chloramine decomposition model proposed by Jafvert and Valentine (10). Only the reactions that apply under chloramination conditions where measurablefreechlorine is absent were adopted. Table I shows the chloramine decomposition reactions and appropriate rate constants that was used in this paper to model the monochloramine decomposition. The model includes three principle reaction schemes as well as their pertinent equilibrium reactions: 1) speciation reactions of HOC1 with ammonia and the chlorinated derivatives of ammonia, 2) disproportionation reactions of chloramine species, and the corresponding back reactions, and 3) redox reactions that occur in the absence of measurable free chlorine. The overall rate of chloramine oxidant loss near neutral pH values is primarily limited by the rate of formation of dichloramine. Dichloramine formation occurs by monochloramine hydrolysis pathway (reaction 2 and 3) and by a carbonate catalyzed monochloramine disproportionation reaction (reaction 5). Once dichloramine forms, it rapidly decomposes. In general, the importance of each pathway will depend on several factors such as pH, ionic strength, temperature, and alkalinity. A computer subroutine (DDRIV2) developed by National Institute of Standards and Technology (NIST) and Los Alamos National Laboratory (LANL) was obtainedfromSLATEC Public Domain Library. The program uses die method of Gear to solve Ν ordinary differential equations. It was used to solve the set of five simultaneous differential equations to obtain molar concentrations of NH3 and NH4, HOC1 and OC1", NH2CI, NHCI2, and pH. The model considers ionic strength effects on all equilibrium species using the extended DeBye-Huckel law to calculate activity coefficients. The pH may either be fixed or allowed to vary according to the presumed reaction stoichiometry using appropriate buffer intensity relationships. The model utilized constants previously evaluated at 25 °C (Table I). Results and Discussion The behavior of monochloramine at concentrations which may actually be encountered in drinking water is importantfromthe utility perspective. Studies previously conducted aimed at understanding the fundamental chemistry of chloramines utilized relatively high concentration of chloramines (> 0.1 mM as Cl ). 2

There is a need to study the kinetics at much lower concentrations (< 0.05 mM) since the MCL for chloramines may be set at 4 mg/L (0.056 mM as Cl ). Not only may rate determining reactions differ at high and low concentrations, but the chloramine "demand" of the water may not be noticeable at high chloramine concentrations. To address these issues, experiments were conducted using initial monochloramine concentrations of : 0.1,0.05, 0.025, and 0.01 mM (7.1, 3.55, 1.8, and 0.71 mg/L). Figure 1 presents the experimental results obtained over this range in monochloramine at Cl/N = 0.7 and pH 7.7 with lines showing the exact model predictions. A good correspondence between measured and predicted values was obtained over the entire range of chlorine concentration utilized.

Ionic strength could affect chloramine decomposition by 1) affecting equilibria involving reacting species and 2) directly affecting the kinetics of elementary reactions involving charged transition states. Experimental and predicted chloramine concentrations for three ionic strength values and pH of approximately 6.5 and 7.5 are shown in Figure 2. Model results compare very well with measured values. More importantly, decay rates are not a strong function of ionic strength as is more clearly shown in Figure 3 in which all the ionic strength results are plotted together.

The Cl/N ratio is another important variable since it affects the free ammonia concentration initially introduced into the system. At afixedinitial monochloramine concentration, the concentration of free ammonia increases as the Cl/N ratios decreases. Figure 4 shows measured and predicted monochloramine concentrations at Cl/N ratios of 0.5 and 0.7 The correspondence of model to measured monochloramine concentrations is good over all reaction conditions including lower pH values where the rate is fastest. A Simple Coefficient to Define Limit of Chloramine Stability Chloramine decay can be adequately predicted by the detailed mechanistic model. Its use, however, is complicated and beyond the capabilities of many that would like to know if observed chloramine decay rates are reasonable and should therefore be expected. Excessive rates of decay could also be used to point to problems in the system such as the existence of oxidizable iron or organics. Evaluating the effects of changes in operational parameters such as pH would also be facilitated if a more simple and userfriendlyapproach to describing chloramine loss over time was available. We explored the use of several simplifying assumptions and found that chloramine decay may, under most reaction conditions, be adequately described by a simple second order relationship (Figure 5) in terms of a single coefficient k ^ (here coined the "Valentine Stability Coefficient") which defines the limit of chloramine in the absence of reactions at die pipe-water interface or with oxidizable substances other than ammonia. ™ .

This relationship can be derived by considering the simplified mechanism involving onlyfivereactions shown in Table I (reactions 1, 2, 3, 5, and 7). In this mechanism, the rate of monochloramine loss is governed by the rate of dichloramine formation occurring by a second order general acid catalyzed pathway (reaction 5) involving two monochloramine molecules, and from reaction of HOC1 with monochloramine (reaction 3). Further assumptions are that HOC1 is in equilibrium with monochloramine (reactions 1 and 2), and that once formed, dichloramine reacts rapidly with excess monochloramine to produce nitrogen gas (reaction 7). Dichloramine is therefore always at a very low concentration in comparison to monochloramine, and can be considered at pseudo-steady state. This is consistent with observations of monochloramine decay at pH values greater than about 7.0 and initial monochloramine concentrations less than approximately 5 mg/L as Cl . Based upon this analysis we are able rationalize the dependency of on the known rate and equilibrium constants, and a number of water quality parameters such as pH, alkalinity, ammonia concentration, and temperature. 2

The value of k increases with decreasing pH and initial excessfreeammonia in the system. It also increases with increasing total inorganic carbon and temperature. It can be rationalized in terms of measurable parameters and known rate constants and therefore does not need to be measured for each water. Table Π compares the measured and predicted k ^ values for the results presented in Figure 5. In general, predicted results are very close to the measured values especially at higher pH values. This suggests that simple k ^ equation can be used to calculate the limit of chloramine stability in the water. Rates that are excessive of k ^ could be used to point to problems in the water source such as the existence of oxidizable iron or organics. v s c

Conclusions A model describing chloramine decomposition at concentrations typically found in drinking water was developed. The model incorporates 10 chemical reactions and accounts for a number of water quality parameters. A simple index (Valentine Stability Coefficient or k ) has been proposed as a measure of the limit of chloramine stability in drinking water in the absence of other reactive constituents. Our work contributes to establishing a rationale approach to chloramination practices and an understanding of processes leading to chloramine loss in distribution systems. v s c
