This w a s not only an estab­ lished procedure i n t h e past, b u t i t should have been mandatory i n view of t h e fact that the picture of one of the petition candidates and the state­ ment of the other w a s not available a t the time t h e October issue of C&E News went to press. 3. W e are informed that the chair­ man of the Committee on Nominations and Elections requested that the state­ ments be included with t h e ballots. W h y were h i s requests not followed? In the opinion of t h e executive com­ mittee, the procedures followed place the impartiality of the election in seri­ ous doubt. Therefore, t h e executive committee requests that this election be invalidated and new, unmistakably different ballots be sent out to the coun­ cilors, together with t h e statements and biographical data of all candi­ dates, a s w a s customary i n the past.
