The real value of a library to an institution and to a community does not depend on the value of the periodicals and books which it contains but on the use which is made of them. It is with the desire to increase the usefulness of the technical library facilities in the South that Part V of this volume has been prepared. In the lists given sets are regarded as complete when only a part of one volume is missing. In general this missing part could and should be supplied by obtaining a photostat copy of the missing papers. Buildup the library with a view to supplying adequately the needs of the institution and the community and build for the future. The writer firmly believes that by the cooperation of the public and institutional libraries mentioned in this book it will be quite possible for many communities in the South in a period of five years to build up technical reference libraries of which the community might well be proud.
