PEOPLE Industry Robert }. Jakobsen has been ap pointed head of Mattson Institute for Spectroscopic Research, which has been established in Columbus, Ohio, by Mattson Instruments Inc. A well-known figure in vibrational spectroscopy, Jakobsen was former ly associate director of the National Center for Biomedical Infrared Spectroscopy at Battelle Memorial Institute's Columbus division. The research center will advance and promote spectroscopic research, dis seminate spectroscopic information to the scientific community, pro vide training in spectroscopy, and be a focal point for scientific com mittee activities. Allen M. Levantin has been ap pointed vice president and director of corporate development of Rohm & Haas Co. in Philadelphia. Mitchell Jr., who is retiring after 30 years of service. Smerko had been president of the American Wood Preservers Institute for the past year.
