PEOPLE Industry Robert }. Jakobsen has been ap­ pointed head of Mattson Institute for Spectroscopic Research, which has been established in Columbus, Ohio, by Mattson Instruments Inc. A well-known figure in vibrational spectroscopy, Jakobsen was former­ ly associate director of the National Center for Biomedical Infrared Spectroscopy at Battelle Memorial Institute's Columbus division. The research center will advance and promote spectroscopic research, dis­ seminate spectroscopic information to the scientific community, pro­ vide training in spectroscopy, and be a focal point for scientific com­ mittee activities. Allen M. Levantin has been ap­ pointed vice president and director of corporate development of Rohm & Haas Co. in Philadelphia. Levan­ tin will oversee the electronic mate­ rials group, corporate new ventures, and its new research developments. After graduating from City College of New York, Levantin joined Rohm & Haas as a research chemist. Mitchell Jr., who is retiring after 30 years of service. Smerko had been president of the American Wood Preservers Institute for the past year. He was director of public affairs for the American Chemical Society from 1978 to 1984. A native of Bethlehem, Pa., Smerko holds a Ph.D. in analytical chemistry from Lehigh University. Harry B.
