D a t a a r e u s u ally m u c h m o r e a v a i l a b l e a t this p o i n t i n a p r o j e c t ' s life. Nevertheless, a n e n g i n e e r i n g r e v i e w b y a n o b j e c t i v e g r o u p of e v a l u a t o r s is v a l u a b l e t o assure objectivity a n d consistency in comparison a m o n g p r o j e c t s . A s p i r a n t s for s u c h a g r o u p should, however, b e forewarned that s u c h a g r o u p often finds itself t o b e the lone "bottleneck t o progress." T i m i n g is often c r i t i c a l i n final i n v e s t m e n t decisions, a n d a g r o u p performing this function m u s t constantly work u n d e r t h e opposing p r e s s u r e s of a c c u r a c y a n d s p e e d i n performing their evaluations.
