THE PROFESSIONAL SIDE Engineering evaluation groups occur most frequently in research and development organizations, w h e r e they a r e used t o screen proposals a n d optimize t h e econ o m i c s thereof. P r e l i m i n a r y a n a l y s e s r e q u i r e a m a x i m u m of j u d g m e n t a n d experience in evaluations, because the answer d e p e n d s so completely on t h e m a n y assumptions which must be incorporated without many data. Economic evaluation groups a r e also frequently located in t h e o r g a n i z a t i o n so t h a t t h e y a r e a v a i l a b l e f o r t h e final r e v i e w of profitability, just prior t o t h e decision point w h e r e funds a r e actually i n v e s t e d i n facilities. D a t a a r e u s u ally m u c h m o r e a v a i l a b l e a t this p o i n t i n a p r o j e c t ' s life. Nevertheless, a n e n g i n e e r i n g r e v i e w b y a n o b j e c t i v e g r o u p of e v a l u a t o r s is v a l u a b l e t o assure objectivity a n d consistency in comparison a m o n g p r o j e c t s . A s p i r a n t s for s u c h a g r o u p should, however, b e forewarned that s u c h a g r o u p often finds itself t o b e the lone "bottleneck t o progress." T i m i n g is often c r i t i c a l i n final i n v e s t m e n t decisions, a n d a g r o u p performing this function m u s t constantly work u n d e r t h e opposing p r e s s u r e s of a c c u r a c y a n d s p e e d i n performing their evaluations. The Decision to Spend Let's assume m a n a g e m e n t h a s established a n economic evaluation g r o u p to screen t h e investments b r o u g h t t o its a t t e n t i o n e i t h e r for r e s e a r c h e x p e n d i t u r e s o r for i m m e d i a t e i n v e s t m e n t . T h e y will e x p e c t a detailed analytical survey with a n engineering approach, presented in a m a n n e r w h i c h will c o n v i n c e t h e m of t h e v a l i d i t y of t h e facts p r e s e n t e d . T h e n management must go beyond t h e facts a n d m a k e a d e c i s i o n , b a s e d o n r e l a t i v e risk a n d a l l t h e o t h e r intangibles n o t covered by t h e econ o m i c a n a l y s i s . A n d w h o is a l o g i c a l c a n d i d a t e t o assist t h e i r o p i n i o n o n intangibles b y a n objective review and recommendation? W h obut the economic evaluator? Believe m e , t h e c h a l l e n g e of t h i s fledgling field is n o t b r o u g h t h o m e u n t i l y o u ' r e r e a l l y o n this s p o t , u n t i l t h e Executive Committee turns to y o u — n o t t h e boss, b u t y o u — a n d asks " J o e , if i t w e r e y o u r m o n e y , w o u l d y o u i n v e s t i n this p l a n t ?
