Imagine the specter of very near4hore homes and hotels falling into the ocean. This is not impossible, because the sea level is dowly rising, and, in addition, storms do their share in eating the ground c u t from under these 4tructures. Certain steps must be taken to protect America‘s beaches, and this book outlines what needs to be done,

Yet, it is a very necessary part of the soil ecology, for it aerates the soil, and indeed, provides fertilizer at no cost, and with no effects of any artificial chemicals. Moreover, believe it or not, the earthworm can be a source of income; indeed, there are organizations that culture and sell them to gardeners. It examines nonwaste technology, why technocrats fail, how enterprises can act, and where to go from there. Permission to use the book’s title, first used to name a program by Joseph Ling of 3M (ES&T, March 1977, p 234), was accorded to the author by that firm.

This volume contains 38 papers that discuss legal frameworks for toxic substances. They also present the state-of-the-art in measurement of specific pollutants, and discuss case histories concerning measurement and control. Materials and Energy From Municipal Waste. Office of Technology Assessment. Stock No. 052-003-00692-9. SuDerintendent of Documents. U S . Gdvernment Printing Office, Washington, DC 20402. 1979. $6. Perhaps the answer to resource recovery facility problems is to have them run by local governments on a smaller scale, rather than to establish large, centralized plants of, say, 3000-tpd capacity. Maybe 50-200 tpd, to 1000- 1500 tpd could be more rational, and keep costs down. Also, there could be many markets for recycled municipal wastes on a more local /regional basis. However, centraliied plants may work better where landfill, energy, and tipping fee costs are high, the OTA report says. OSHA General Industry Standards. Stock KO.029-0 15-00054-6. Superintendent of Documents, U.S. Government Printing Office, Washington, DC 20402. 1979. $6.50, paper. These standards are published pursuant to Part 19!0, Title 29 of the Code of Federal Regulations. They comprise a reprinting, which gives effect to a deletion of nearly I000 trivial or “nit-picking” rules. All standards, cxcept the lead standard, are covered.

Modern Pollution Control Technology. 2 vols., 2080 pages, total. Research and Education Association, 342 Madison Ave., New York, N Y 10017. 1979. $39.75. These volumes draw on research work from many sources, public and private. They examine air and water pollution control, and solid waste, with information presented in fully integrated form, rather than as a collection of papers. Among topics covered are monitoring, tall stacks, SO,, sludge thickening, incineration, ocean dumping, and composting. Many other subjects are discussed, as well. Utilization of Municipal Sewage Effluent and Sludge on Forest and Disturbed Land. William E. Sopper, Sonja N . Kerr, Eds. 44 chapters. The PENN S T A T E Press, 21 5 Wagner Building, University Park, PA 16802. 1979. $20. This volume summarizes the knowledge concerning economic and environmental impacts of recycling treated municipal wastewater and sludge to forest ecosystems. It also discusses using sludge to revegetate lands disturbed by surface mining of coal. The work is especially timely, because land applications may well be increasingly used as the final sink of wastewater and sludge.

Synfuels Week. Periodical. Synfuels Week, 653 National Press Building, Washington, DC 20045. $197 for a full year. Will the synfuels program get bogged down, or will it “fly” and compete with imported oil? Will Congress go along with loan guarantees‘? What is the project status‘? This periodical answers these, and other questions about synfuels from coal, shale, and other sources.

The Prevention of Oil Pollution. John Wardley-Smith. 250 pages. Halsted Press, 605 Third Ave., New York, N Y 10016. 1979. $39.95. Oil pollution, while very significant in water, can also adversely affect land and air. This book addresses the best methods currently available for dealing with oil pollution of all media. The author is the former technical manager of the International Tanker Owners’ Pollution Federation.

Land Application of Wastes. R. Loehr et al. 2 vols., 800 pages, total. Van Yostrand Reinhold, 135 W. 50th St., New York, N Y 10020. 1979. $42.45, total price. ;More and more, land may have to bc the ultimate repository for wastes that have, of course, been treated in manners prescribed by environmental regulations and standards. I n fact, certain aspects of land application are classified as “innovative and alternative” under the Clean Water Act. These volumes survey the entire range of this approach to waste disposal, including the latest engineering techniques.

This book covers such technologies for agricultural, chemical, fishery, textile, and many other wastes, and is of special interest to development authorities, and those who must work with them. This book is intended as a base for a yearbook series to begin next year .
