Books 1971 of the progress made in t h e con formational analysis of amino acids and their derivatives, small peptides, cyclic peptides, polyamino acids, and proteins, using N M R as the major tool. Not included in this review are those papers appearing in biological and biochemical journals which are not covered by Chemical Abstracts. T h e second chapter written by L. Cavalli examines fluorine-19 N M R spectroscopy. This review covers the year 1971 and is intended as an exten sion of the earlier reviews in Volumes 1, 3, 4, and 5 of this series. T h e topics of six sections are fluorohydrocarbons, heterocyclic compounds, theoretical considerations, organic-metallic and metalloid compounds, fluorinated de rivatives of elements, and complex flu oride anions. More t h a n three-fourths of the space is devoted to this chapter.

A Minor Miracle: An Informal History of the National Science Foundation. Stock No. 0 3 8 - 0 0 0 - 0 0 2 8 8 - 1 . Milton Lomask. 285 pages. 1976. $2.75

As evident from the title, this book does not a t t e m p t to present an official record of the 25 years of the National Science Foundation's existence. It is rather an informal account which dis cusses only those episodes and parts of the total record of most general inter est. Included are some of the legisla tive history and the debates and com promises t h a t preceded the National Science Foundation Act of 1950, de scriptions of the personalities and styles of the four men who have served as director, some of the expanding re sponsibilities t h a t changing circum stances have brought to the Founda tion, and an account of the changing but never settled controversy over its responsibilities for the formulation of national science policy. All of these are illustrated with specific examples, with some representing Foundation successes, and others Foundation fail ures or frustrations. Tritium Measurement Techniques: Na tional Council on Radiation Protection and Measurements Report No. 4 7 . 97 pages. NCRP Publication, P.O. Box

made available by the Bureau of In ternational Commerce for the benefit of U.S. manufacturers who are seeking overseas business opportunities. T h e focus of this particular report is on laboratory instrument marketing op portunities in 22 foreign countries. T h e report is based on the research conducted by overseas contractors under the U.S. Foreign Service super vision or by economic and commercial officers of the Foreign Service or De p a r t m e n t of Commerce. For each of the foreign markets surveyed, the re port provides information on the pro jected U.S. share of the country's spending for a specific laboratory in s t r u m e n t category through 1979 in terms of U.S. currency, competitive environment, major purchasers, and trade and technical regulations of the country. Also given a t the end of the report is information on the services the U.S. government provides for American exporters. In view of the prohibitively high cost of obtaining this type of market survey indepen dently, it will be a valuable guide to any American instrument manufac turer wishing to explore foreign mar keting opportunities.

This report is prepared by the Council's Scientific Committee 36 on Tritium Measurement Techniques for Laboratory and Environmental Use in recognition of the increased interest in tritium measurement technology in research and industry. It is particular ly designed to assist workers in the field select procedures most suitable to the problem at hand, and as such the text concentrates on a critical dis cussion of advantages and disadvan tages of most of the important meth ods rather t h a n on detailed descrip tions of step-by-step procedures. Readers are advised to consult the ex tensive literature cited for the proce dures. T h e topics discussed are sample collection and preparation, measure ment techniques, and standardization and calibration.
