Consider the following: According to the National Srience Foundation the percent increase in scientistr and engineers engaged in research and development for the period lY6j-79 was 25.5% for the United States; 1396 for Japan: 140% for the Soviet Union: 100% for West Germany; 76% for Britain; and 74.4% for France.
