The structural designer must always answer this question. The ultimate capacity of the finished structure usually can be guaranteed by building in excess strength beyond the design necessities. During construction of a plant, the designer's engineering dictates the constructor's time and materials costs. No matter how efficient the constructor, the client must pay for every item that goes into the structure, and for the cost of installing it. If a fastener isn't necessary— neither are the two (at least) members that it would join together. This bolt, washer, and nut, installed, might cost $1.00. Capitalized at 121/a %, this amounts to only $8.00. In itself, this is a minor amount that would not determine the ultimate cost of the p l a n t . . . but this $8.00 multiplied by 100, or more, can effect plant investment. It can also extend construction time, which delays the date the plant can start earning its bread and butter. Oversimplified? Maybe.
