STANDARD ABSTRACT FORMS are available from all division secretaries, and from the Meetings and Expositions Department, ACS, 1155—16th St., N.W., Washington, D.C. 20036. Detailed instructions are included with the form. HANDBOOK FOR SPEAKERS, ACS Bulletin No. 8, is also available from this Department. SOCIETY BYLAW GOVERNING PAPERS Bylaw VI, Sec. 5 governs presentation at Society meetings. 1. The term "paper" shall include any presentation for which the title and authors are listed on the program and which may be reduced to writing either prior to, during, or subsequent to the meeting at which presented. 2. No paper shall be presented at a national, regional, divisional, or other major meeting unless its title appears on the program for the meeting. 3. No paper by a chemist or chemical engineer residing in the United States who is not a member of the Society shall appear on the program of a national, regional, divisional, or other major meeting of the Society unless it be a joint paper with one or more Society members, or unless for a national, regional, or national-divisional meeting the author has been invited to present the paper at a symposium orNote: The addresses for chairmen of general papers and symposiums are indicated only once in each divisional listing.

The Society assumes no responsibility for statements or opinions expressed by individuals in papers or discussion thereof. 6. The President shall have authority to exclude any paper from a program at any time prior to its presentation at a meeting of the Society. Regulation VII, Sec. 3 supplements Bylaw VI, Sec. 5 as follows: (a) Authorship of papers shall be accredited only to individuals and not to companies or laboratories. (b) Therapeutic Papers. It is the policy of the Society to encourage the presentation of chemical papers with pharmacological and physiological aspects but to discourage presentation, by other than qualified clinical investigators, of papers in which clinical interpretations are the principal contribution. All Divisions, especially those of Biological Chemistry, Medicinal Chemistry, and Microbial Chemistry and Technology are requested to adhere to this policy when determining the acceptability of papers for their meeting programs. Any author contributing a paper that includes discussion of the treatment of human disease must submit for review, by representatives of the appropriate Division, a complete manuscript in addition to an abstract. Notes. Submission of papers for presentation at an ACS Meeting does not constitute submission for publication in an ACS Journal. Regulations for the acceptance of papers to be presented as part of divisional programs at national or divisional meetings vary for each Division. However, publication of papers in ACS Journals is based upon the earliest date of receipt of the complete paper by the appropriate editor. The Council has empowered officers of Divisions to request any paper in advance, so that it may be passed upon and an indication made to the author as to whether he is to read the entire paper or to abstract it in order to allow time for discussion. Special attention should be given to the misuse of tradenames, secret formulas, or secret processes in papers at national meetings of the Society: At the 1969 spring national meeting in Minneapolis (in response to a request from the ACS Council Policy Committee), the Committee on National Meetings and Divisional Activities restudied the occasional misuse of code names and tradenames in meeting abstracts and papers. It is requested that authors avoid the use of tradenames in papers presented at meetings of the Society. Divisional program chairmen are responsible for enforcing this policy.

bers of the human race, which seems always to be able to retreat from the brink before it is too late, we can pull up our britches now and get to work. One of the neglected possibilities is that of anaerobic fermentation of human wastes. This study commenced at the University of Illinois in 1926. It was unsuccessful, partly because of heat-exchange inadequacy. But this was before the day when our human wastes contained the cellulose content that they now convey. Moreover, there was no apparent way of piping into such a process the valuable resource of cellulose-degrading microorganisms that emanate from our feedlots and our stockyards. But more than this has been the inactivity of our microbiologists, who have been sitting on their hands for 50 years, content with the rate of fermentation that will make that expensive product called beer. To be sure there have been exceptions, mostly fomented by chemical engineers. The rates of fermentation to make tetracycline and vitamin B12 are triumphs of the chemical profession. But the efforts have never been extended to the more massive fermentation of garbage to produce methane. Perhaps it is cruel to say that the microbiologists should be given the choice of transferral to Siberia (or its modern version, northern Canada) or else to get off their bottoms and go to work with the chemical engineers in order to accelerate the fermentation process so that capital investment can be reduced to a level where anaerobic fermentation of garbage is economical. Perhaps I am being unfair. Although we humans have been wallowing in the apparent plenty of fossil fuels we have not thought to appropriate funds to enable the microbiologists to segregate the most effective organisms and to ascertain the most effective ways of taking from them the enzymes that are effective in accomplishing an efficient conversion of carbohydrates, including cellulose, to methane. It is not too late. We can expend our fossil fuels today if we anticipate by R&D the day when we can support ourselves on our own excrement. George F. What's needed vs. what's offered SIR: Among the letters in C&EN for April 9 there are a number bemoaning the fact that men with chemical degrees are being supplanted by foreigners, particularly East Europeans. May I say out of experience that the American graduates have displaced themselves on at least two counts: 1. pricing themselves out of the field; 2. refusal to do ordinary assistant laboratory work, which includes washing of glassware, etc. May I point out that although the large companies employ a number of chemists, there are a great number of small companies that employ anywhere from one to five chemists; these companies could not stand a payroll of $50,000 to $60,000 a year for the laboratory. We are taking men who have worked in other places without degrees and sending them to school at night, and getting people

Dates on the pie SIR: Re the graph on page 15, C&EN for April 30: Very interesting pie chart, but, Comment: Domestic oil and gas slipping but it is significant that coal is also slipping, isn't it? Question: In the interest of being more in­ formative, would you mention the time it took for the slipping to take place, like may­ be the years of the upper and lower pies, hmm? After all, it's Mother Nature SIR: Congratulations on the well-written article dealing with integrated pest control by Ward Worthy (C&EN, April 23, page 13). It will be interesting to see how many C&EN readers will pick up the flaw in the following sentence (top of page 19), since the edito­ rial staff didn't: "Although the majority are educated primarily as entomologists, the crop protection specialist must be a multidisciplinary man (emphasis mine) with con­ siderable knowledge of chemistry, botany, and agriculture." World chemical companies SIR: Re world chemical companies (C&EN, April 16, page 55): I am somewhat puzzled that neither of the following two firms are included in the list of the "world's 50 biggest chemical companies": Hoffmann-La Roche, Inc., and Ciba-Geigy (headquarters in Basel, Switzerland).
